Yunneng Wind Power Co., Ltd. (Yunneng) has announced that the Yunlin Offshore Wind Farm (OWF) has officially entered full commercial operation. With an installed capacity of 640 megawatts (MW), the project is one of Taiwan’s largest offshore wind farms and a major milestone in the country’s clean energy transition.

A Landmark Achievement

The Yunlin OWF consists of 80 fully grid-connected wind turbine generators (WTGs), which have now secured all required electricity business licenses, regulatory approvals, and financing obligations. Having achieved these critical milestones, the project has successfully transitioned into its operations and maintenance (O&M) phase.

Full grid connection was achieved in January 2025, paving the way for the wind farm to begin delivering renewable energy on a large scale. Each year, Yunlin will generate around 2,400 gigawatt hours (GWh) of electricity—enough to supply more than 600,000 households across Taiwan. This represents nearly 90% of Yunlin County’s non-industrial electricity needs and is expected to reduce carbon dioxide emissions by approximately 1.2 million tonnes annually.

A Global Partnership

Yunneng is a joint venture formed by Skyborn Renewables, TotalEnergies, Electricity Generating Public Company Limited (EGCO Group), and Sojitz Corporation. Each partner brings complementary expertise to the project, ensuring long-term success.

With commercial operations now underway:

  • TotalEnergies will take the lead in technical operations management, drawing on its extensive experience in energy infrastructure.

  • Skyborn Renewables will continue to oversee management services, leveraging two decades of offshore wind expertise.

This international collaboration highlights Taiwan’s growing role as a hub for renewable energy investment in Asia and underscores the importance of global partnerships in advancing the offshore wind industry.

Leadership Perspectives

Reflecting on the milestone, Xian-Shuen (XS), Chairperson of Yunneng, said:

“The Yunlin OWF was awarded its grid connection capacity in 2018 and has since progressed towards COD. Throughout this journey, the project has established new models of collaboration with local suppliers and financing of green energy projects in Taiwan. It has also embraced environmental protection and community engagement. We extend our heartfelt thanks to the collective efforts of the project team, the sponsors and lenders, the contractors, as well as to the unwavering support of the Taiwanese government. This landmark offshore wind farm will continue to dedicate its commitment to achieve operational excellence over the next 30 years.”

Project Location and Infrastructure

The Yunlin OWF is located in the Taiwan Strait, between 8 and 17 kilometers off Taiwan’s west coast, at water depths ranging from 7 to 35 meters. Spanning an area of 82 square kilometers, the project’s 80 turbines are strategically positioned to capture strong and consistent offshore winds.

Electricity generated by the turbines is transmitted to the Taiwanese grid through two onshore substations near the townships of Taixi and Sihu in Yunlin County. Power is supplied to Taiwan Power Company (TPC) under two 20-year power purchase agreements, ensuring stable long-term clean energy delivery.

Strong Financial Backing

The project’s development has been supported by a robust financial consortium established in 2019, which brought together both Taiwanese and international banks alongside export credit agencies. This financial structure provided the stability needed to complete one of Taiwan’s most complex renewable infrastructure projects.

By securing international investment and blending it with local expertise, the Yunlin OWF has also set a new model for financing green energy in the region—demonstrating how collaboration can accelerate the global energy transition.

About Skyborn Renewables

As one of Yunneng’s key partners, Skyborn Renewables plays a pivotal role in the Yunlin project. Headquartered in Germany, Skyborn has more than 20 years of experience in offshore wind development and operations. Its portfolio spans the entire value chain, including:

  • Greenfield development and engineering design

  • Procurement and financing solutions

  • Corporate power purchase agreements

  • Construction management and asset management

Skyborn is a portfolio company of Global Infrastructure Partners (GIP), a leading infrastructure investor based in New York and now part of BlackRock. Its global expertise continues to guide offshore wind projects like Yunlin toward success.

A Milestone for Taiwan’s Renewable Future

The successful commissioning of the Yunlin Offshore Wind Farm marks a critical step in Taiwan’s energy transition and net-zero ambitions. By delivering large-scale renewable energy, reducing carbon emissions, and creating opportunities for local industry collaboration, the project sets a benchmark for future offshore wind developments in Asia.

Over the next three decades, Yunlin will not only provide clean power to Taiwanese households but also serve as a model of international cooperation, technological innovation, and sustainable development.
